9.28) FIFO library

Joerg.Hoehle@gmd.de <Joerg Hoehle> is the current maintainer of FIFO: and fifo.library which is currently up to version 38.3.

There's been many changes from 37.4/5, especially ACTION_WAIT_CHAR with timeouts, corrected ACTION_SCREEN_MODE, recognization of CONSOLE:, new OS 2.x packets and correct results for ACTION_CHANGE_SIGNAL, ACTION_IS_FILESYSTEM, ACTION_SEEK, and finally CTRL-CDEF and EOF (CTRL-\) handling in cooked mode and many error checks and error return codes.
